The instructor will teach students to

  • explain the concept of federalism from a constitutional, institutional, and administrative point of view.
  • differentiate between the states’ relationship to the national government (coequal sovereign entities) and the states’ relationship with municipalities (a relationship of dependency).
  • illustrate how programs conceived at the national level are administered at the local level.
  • read a public law that creates a program, examine how another level of governance conceived of a plan for implementation, critique it and perhaps devise a further plan for implementation at yet another level of governance.
  • differentiate between different types of grants-in-aid and be able to explain how different types — categorical, block grants, general revenue sharing, and New Federalism— affect how administrators are able to perform their tasks.
  • analyze the respective, and often competing, interests of different units of governance, and be able to develop a workable plan of action given that context.
